So i'm completely new to twitter, and I would like to know more about how to use it. Do random people follow you? Can you talk to someone that doesn't follow you? Any other tips/help? Thanks!

Random people can follow you, you can follow random people.
You just pretty much update your status is all twitter is.
You can @ someone to talk to them, which is the @ sign and then the followers username.
In your @ mentions on the right is where you will see if someone responds to you.
