I have multiple DM's from multiple people and there is this one DM by this one person that I have reopened and reopened and read and read multiple times. and at random times this one DM will keep getting a blue dot next to it randomly like I haven't read it or something...why????

Maybe the person keeps sending you the same message again and again idk
