You can. But don't be sure the person will accept your request. I've had experiences like that before (someone sent a friend request - I declined - they resent it - I declined again). Make sure not to act like a creep.

And, yes you can. But it is most likely that the person will decline again if they have already declined once. Facebook will ask you something like 'Do you know this person?' and if you select yes and still continue with the f/r and the person declines again, it is possible your facebook account will be banned from adding someone for few weeks/days or months so be careful! I have declined so many f/r, a message will pop up that says 'Block this person from adding you?' and if you click yes, then that person will be banned from sending a friend request to that particular person.
