Can you make it to where only people in a certain region can see the ad...like Houston-Galveston area? Also, how much is it?

There is no such a way to do so: what you can do is to change your privacy and search settings. The first thing you have to do is to choose your regional network. After that, Go to settings, privacy settings, search and choose the only people on your network can find you on search
