Go to your facebook account, hover over your profile picture (or at least over the space where it should be). Some small bar will be popping up right next to your cursor.
Click it.
Select the option form where you want to get your profile picture.
Do what comes natural.

Go to your facebook profile i mean your facebook timeline
> first take your cursor to the profile picture, dont click it
> u will see a small bar popping up and saying edit profile picture
> click on that, then do whatever u need like upload your photo or take photo from your webcam anything
