For example, I got to a friend's friend list on Facebook, and it says we have 22 mutual friends. However, I can only count 18 thumbnails of our mutual friends.
Is it a glitch?

Only possible reason for this that any of your friend has blocked you and is friend with the person whose profile you are visiting.

No, it's just that it's constrained to avoid things like downloading those people's thumbnails and extending the size of the page. So it only shows 18 instead of 22 to provide examples of mutuality. it's simply randomizing the mutual friends into 18 instead of 22. It still means you have 22 mutual friends.
