I am a rapper that is in the process of making my first mixtape. I have a twitter account, http://twitter.com/#!/DoubleABAAttery, and I need help getting my name heard. How would I do that?

You can't expect to be famous before even releasing your first project. You have the wrong order.
Step one, produce and record tracks, sign up a label or go independent, compile an album and then only you can use the internet and other media to market your product.
You can't be an artist until you have the art.

Go to an Artist's page, click on the list of people that are following them. And just start following random people from there. A lot of people follow back, and it would also help to thank them for following you and tell them to check out you music.
