My brother really needs something that works and not a scam because he's trying to do something with his life/career and i support him 100% but the only way he can do that is if he gets more twitter followers and people coming to his page daily and i seriously want to help him out

Twitter is a social messaging site. It cannot help anyone's career in any way.
Never heard of anyone wanting to "buy" Twitter followers. Most people would regard it as a little childish and immature - something only a young teen might do
