If someone ignored me on facebook, Does it means "People you may know" in the box won't pop up again? Thanks

No I do not believe that the person will pop up in the box.

Sadly, you can't know if the person ignored you unless he/she blocks you in which case you will not be able to search for him/her. And no again, he/she won't come in your 'People You May Know' section since they already have your pending friend request.

Facebook allows
you to quietly decide if you want to
accept a friend request. If someone sends you a friend request that you
don't want to accept or can't decide
whether to accept, he will not be
notified if you ignore his request. He
can, however, see his friend status
with you by clicking on your profile
