If you go onto somebodys profile that has it, it asks you if you want it too. "Click on Learn More", scroll to the bottom of the new page it takes you too, and click "Get Timeline"

well i m sorry but you cant do anything it depends on which country you live and it depends on facebook itself because you cant change their timeline on their website

You don't have to wait for it, Facebook has officially released the Timeline for the whole wide world.
All you need to do is activate it from the official Facebook Timeline presentation page.
