You can even search for your friends by username, first and/or last name if you want to.

Well, you could be talking about the site, or you could mean the actual definition, which is:
to utter successive chirping noises
OR
to talk in a chattering fashion
But yeah, they're probably talking about the online site.

What you are hearing about is a website called Twitter where a person makes short posts of 140 characters or less. It comes from the definition of the word meaning "to talk lightly and rapidly, esp. of trivial matters; chatter".
