If so, how? Pictures are saved to a URL on fb, but when you change privacy, is it just removing the link on ur profile with URL technically available? If so, would there be logical ways to get a url to a pic of me without a link available?? Thanks

Yes , if they google ur name and look for ur facebook pics

Yes, if someone uploaded an untagged picture of you, and don't have privacy.
Also if someone uploads the pictures somewhere else.
