However I can't target consumers by location as in target space my country (Georgia) is not included. Can you help me?

Unfortunately if your country is not included in the list, then you cannot target users from that country. It may be that Facebook do not have enough people from your country who use Facebook
Why not just use Google Adwords or MSN Adcenter? Those can be better buys. Facebook ads is ok for branding, but clickthroughs and conversions are really bad
