Ask all your friends to follow you. Also follow people that have the same interest as you are and maybe they will also folow you. Regulary post interesting tweets. If you have a site you can use special Twitter extensions for it to gain followers on twitter, check the links below

My followers keep fluctuating between 170 and 160. I think twitter website doesnt update your following amount and follower amount efficiently.
Your friend should follow accounts dedicate to #teamfollowback
Dont follow people that have 1000's of followers but are only folowing 200.
