I thought it was russian toy camere but its not . please help ! girls use it on twitter alot . its a effect with a black border & small yellow numbers at the top . I would really like to know the name of the effect & how I can use it online .

It's simply a holga (or any other medium format film) film template.

Little black squares running top and bottom with a number and perhaps a company's name is either an actual piece of film scanned in or a digital photo made to look like a piece of film.
The black squares are the sprocket holes on the piece of film and the number is the picture number on the reel of film.
Some film cameras expose the whole frame of film even around the sprocket holes and some have a frame that neatly cuts the image off into a neat square leaving the area around the sprocket holes black.
Exposed sprocket holes is a nice effect and I'm sure people have a template to add the effect to a digital image. A film camera like a Blackbird, fly has a removable frame inside the camera allowing you to expose the sprockets. You have to make sure whoever processes the film can scan or print the exposed sprockets. It comes under the field of Lomography generally.

It's an effect/frame from an app called Instagram. You'll need an iPod touch/iPhone/iPad. It is free and you can use it to take/edit pictures, such as adding that specific frame. I don't recall the specific name of that filter, but when you're editing a picture look for it and it's there. :]
