well you spread the word that you have a twitter and go to a famous person's thing and tell them to publish a tweet to follow such and such.

Put a profile pic of a chick in a bikini. Works every time. After that you can follow people and they'll always follow back.
Or you can sign up for a service that gets you more followers.
