Hi,
I'm would like to take over a Twitter account. I've looked at other forums etc suggesting sending them a direct message. However, this twitter account has been suspended and when I search for it and click on it Twitter says the account doesn't exist. But when trying to join with it Twitter says it does exist?
Is there anything I can do to get this account? It clearly isn't being used.

Write twitter an email explaining your concern.
Also, search google with "get the twitter name you want" and the first three links should help.
