Follow alot of people yourself, and say interesting things. That's all there is to it :-)
If yo have an interesting website with alot of visitors, you can also put a link to your twitteraccount on there.

Follow people and some will follow you back, if you have websites, social networking profiles etc, you can add your twitter link and ask people to follow you, I have just tried the service below and it is working pretty well at the moment, the site explains it well...
