How come some of my Facebook friends' pictures appear on my Facebook chat list but there is no green circle or phone icon beside them? What determines which friends' pictures appear and which ones don't?

it means that they are not online at that time

I cannot really understand your question very well, but a green circle means online, and a phone icon means they can receive your messages on a mobile device. I've experienced a problem where my chat bar showed very few friends and it really pissed me off because I couldn't find a solution, or phrase a question properly to get it answered. If this is your problem, just quit a few days, without smashing your computer an hope for the best.
