I don't think its possible.
Try and see if you can download flash onto your phone/device. If not non of the facebook games will work on your phone, it'll just say something along the lines of you requiring flash.
If you want to test it out for yourself, open up your internet browser on your phone, go to facebook.com, search cityville or the name of the facebook app/game, their should be a link on their facebook page that leads you straight to the game.
