I've tried the "I follow back" Stuff and it doesn't work for me. Is there anyway to make people follow me? for free? My tumblr is 1dgurl1.tumblr.com and my twitter is @SkyHi899

There are websites that promote your blog. Use them, seriously. I have been and it really works.
Some tumblr blogs will promo you - like promolove. A tip is to send in your URL, a really short description of your blog and a screen cap of your blog so people know what they're following before even clicking your name!
A lot of people will "follow for follow". Try to find them, and even message people to ask them to follow you.
Tag your posts, and pick a general theme for your posts. Stick to it. Seriously. I post a lot of love, but also do advice. Once you get followers, you want to keep them and this is the best way.
Just make your blog really good quality, and be an active blogger. Queue your posts so that you blog at regular intervals, and make your stuff quality posts.
