Go to that person's page. At the top right hand corner there should be a contact icon with an arrow pointing downward.
Click on that.
It will say "Send a Direct Message"
That's how it works on a computer. Are you using it on your phone?

In the top right hand corner of your twitter page you should find a icon shaped like a man, click that to make it open. it will say direct messages. click that and it will bring up a box. you will see a "new message" button, press that. then type the person's twitter name. (Note: You can only direct message people that are following you back.) Hope this helps!
