When I tag a photo of my friend on facebook, her friends that I am not friends with cannot see these tagged photos. How do I adjust my privacy settings so that her friends can see these photos even if I am not friends with them?

Just change your share settings to everyone

you can friend them, or you can tag her and make the privacy option to 'everoyne' so everyone can see it
