The toolbar on the bottom. It's an icon with two heads, one blue one black. If not go to your settings.

type "groups" in the search box. It'll be the first hit, just go to applications and then to the groups app. There is abutton there to create a new group.

At lower on the facebook home page there are 7 options are displaying in which one is groups. When you click on groups a page will open where you recently updated and recently joined by your friends groups are displaying there and there is option displaying above them like Create your own group. Click on that and make it.
