One way is to follow high profile people in areas that interest you, write interesting tweets and then also follow people who follow the high profile people.. (hope that makes sense) try to follow anything between 10-100 people per day and you will get followers but it takes time.
The other way is to go to a website called http://www.fiverr.com where people will do anything for $5. This includes, among many other things, getting followers on twitter for you. there is one guy who promises to get you 1000 followers in a week..
You can also use software that auto follows people who then follow you back. bear in mind though that the last 2 options will probably work but the people that are following will not really be that interested in what you've got to say and may be just fake/simulated accounts.
