I reported this person like 7 times and Facebook does not seem to care if the person is real or fake.

If they removed a profile every time 1 person reported them (no matter how many times), then people would just report everyone they don't like and have their profiles deleted.
Either the reports have to get checked by a real person, or they don't worry about it until they get a certain number of reports from different people.
