I dont know about everyone using it, but I've seen it. Its a hashtag that separates people who use it in groups or categories. Everyone that is attached to this typed hashtag will be tracked or listed somewhere else that's wanting to know. You want to know more hashtags.org or go see a full list of twitter tools at http://tweetcustom.com they have list of celeb accounts, special character to type with, and more. I bookmark it and use it daily to manage my account and followers.
