My friend said she got hers just by following people and they follow her back. She has like 700! Anyway ill follow back

You can follow other people and hope that some of them will follow you back but you will follow so many people eventually you will not be able to follow anyone until you unfollow.
And this take a lot of time for such little results. I suggest a better solution, a social media exchange website like http://www.socialclerks.com/ - you can get free followers, its a simple exchange method where with each person you follow you will get a follower.
