use tweetdeck and start talking / interacting to people based on certain keywords. For example if you play intrument you can look and tweets related to music or bands. Follow them and Interact with those twitter followers chances are they will follow you back.

Join websites like http://www.socialclerks.com/ where you can basically exchange follower buy following other. I suggest you create another twitter account for following people and after earning points because you should spend all those points getting followers on you favorite twitter account.
