You can set the maximum bid for a keyword that you can afford to pay for a click. If the click rate goes high than your bid, you ad will not be display for that keyword query.

That is achieved in the campaign settings for both Google Adwords and Facebook. You should be prompted to set a maximum daily budget. Enter your desired spend there.
