The drop down selection on twitter goes down, but there's nothing there, even though i am following people.

The people your following MUST be following you in order to send them a message.

You can only send direct messages to people who have chosen to follow you - it is an anti-spam measure.

someone has to be following you. measure for anti-twitter spam users.

You need to make the person your following follow you.
I had that same problem.
