I want people to find my doctor who fan page (why yes, I am whovian) without sharing among my friends and without paying money soooo is there anyway I could help people to find it?

well,
Just create a Fan page of your doctors and invite your all friends on that or you can invite through your email also. There are various ways to promote your facebook fan page, so that many people would be able to know about your page and could connect with your doctor.
