It's about making people like you crawl out of the woodwork and arresting you.

This law is intended to prevent libel, cybersex, online child pornography, identity theft, spamming, etc.
It is in part controversial.

For more on that subject you can read

If you claim to be the smartest in the class, you'd think twice before exposing your ignorance online... and in YAP of all places! If you were the smartest in the class, you'd use your internet-browsing skills to visit sites containing the least biased information about the matter... and judge for yourself which pieces of information to believe, and which to discard as skewed... and eventually synthesize everything to come to an understanding of what the matter really is about. If you were the smartest in your class, you should've known beforehand that YA Philippines is full of idiotic trolls (Platane, a.k.a. Fellatio - who will soon enough post her rebuttal - being one of the notorious bunch) who'd sooner spew out nonsensical sarcastic replies than to give you the answers you seek.

Poor grammatical sense and awful sentence construction... not to mention a profile name spelled jejemon-style... hmmm, doesn't sound like someone from the US, let alone a smart student.

Stupid girl!
