On Facebook timeline, whenever I view my profile this guy ALWAYS shows up where it lists the eight friends on the right. It's supposedly random, but if it was, why does he show up every time, even when I refresh? There are different people on there when I refresh, but he is always one of the eight friends. Does this mean he is viewing my profile a lot?

It probably means you view his a lot. lol.
It probably does this cuz your computer stores cookies of what you look at and it realizes you look at his page so it figures you want to see content related to him so it shows him. If you don't believe me google a product you never look at on the internet and then watch ads for that product start appearing everywhere you go.
