Okay, I've seen many Facebook groups, where the group can make posts. It usually has a filter, where it can have the members and the creators seperate. So, how can I do that? Also, is it possible to create a fan page? If so, please explain how. Thanks.

You can create fan page by the help of a link at home page of facebook before login like "create a business page or fan page". Click on that and then login and then you will be able to create a facebook fan page. If you want to post something as a group admin itselfs, so you can do this after becoming the admin of that group or fan page.
