On twitter what does which < > mean? - Jenna Michelle - 10-02-2012 05:33 AM

Doesn't this mean >>>> good and this mean <<< bad?
Like, this summer >>>> last summer meaning this summer is better?
& this summer <<<< last summer meaning last summer is better than this summer.
Is that right?
