Would like to create one for a well known (albeit dead) celebrity.. it is the same as creating a profile page ..?

If you type in groups on facebook. You can greate a group about that person. Click group then in top right there is a create group button. You cannot make a page as you are not an official representative as the link below shows
Also if you did create an account in their name there is a possibilty of being sued by the dead celebrities relatives.

Create a fan page on facebook is just easy as creating your account. In the home page of facebook you could see below the sign up button "create a page", click on it then fill anything up based on what page your creating.
