does anyone know that if one person likes a photo on facebook where others friends commented, do those other friends get notifications of the like?

The publisher of the photo will get a notification. Your friends will get a notification if their comment got liked, but if they are not the owner of the photo and they commented on it, then they won't get a notification if the photo is liked. Only the owner get one.
