I've been trying everything I can think of and finally ran out of options...got any suggestions?

It really depends on your location.
If you know his name and/or vague location then you can probably search him. In Australia, we have a thing called 'White Pages', which is similar to the phone book, but it has all the information piled up into an easy website that you can search on.
If you have one of those sites, then great, search him up and you will probably find him with a little trial and error. Try searching his name on social networking sites like Facebook, Twitter, Myspace etc. Ask his friend's friend's, relatives, anyone. Just be persistent and I'm sure you'll find him.
Otherwise, if you have the money, then you could probably hire someone to find him.

The foggiest idea that I have is asking around with people who also knew your friend. That might not get you very far. If you REALLY want to get in touch, try a competent private investigator. The good ones are excellent at finding people.
