Does it mean that it blocks the pictures for everyone else except for those people? i dont get it.

well it doesn't actually do that.
u can sort your freinds into certain groups and when you are posting anything that you want to keep personal you can show it to your family group instead of just going and clicking on everyones name.
this also applies during chat. u can appear visible to certain group of friends and invisible to others=)

You can group your Friends and Relatives in different groups and lists. Different groups may have different privacy concern, and you can chat only to one group or to all as desired.
