I want to close my facebook account because my parents don't know about it, and they have decided to let me have one and I don't want them to know about the other one. So, if I close it, can I make another one with the same email address or do I have to use a different one? Please help.

If the old account is canceled then the email address is no longer saved in the database, so it is able to be used on the new account you are making. Make sure it isn't obvious to your parents that you know everything and what you are doing, cause then they will know you already had one. Pretend you don't know how to work anything.
