Make real friends first. Facebook is a social networking site--designed to take real-world interactions and give them another conduit. Just be yourself in the real world and invite people that you know to join your Facebook.
However, you can make friends through Facebook's Mutual Friend system

What I do, is add a lot of family members! Even if you don't get to see them that often, still add them! Also, if you go under the "people you may know" just keep clicking add as friend. Most Facebook users add people they don't know, so they'll accept! Also, on closer relatives, and friends of yours, add all the mutual friends you have in common. Some will deny, but most will accept. Just make sure you click add as friend with a lot of people!
