On twitter, if my tweets are private, and if I mention someone in a tweet that I'm following can they see the tweet? So If I tweeted a celebrity who wasn't following me would they be able to see it?

no nobody can see your tweets if they are private - if you want people to be able to see them just change your tweet privacy settings.
