Random people that I don't know are following me on Twitter, how can I stop this besides turning on tweet privacy because I want others who aren't following me to be able to see them.

You can't. Twitter is basically open to everyone and anyone - which is why you need to be very careful what you post. The ONLY option to stop random people from following you is, as you mentioned, turning on tweet protection. Other than that, you can block the random people who follow you but that's about it.
