I just met this dude on facebook, he is 21,we have meet twice,and he has met my mother. He is a very nice person,but my grandpa said he is to old to go out with.

Yes. There are no laws in the USA regarding dating. You can date anybody, no matter what their age.

Is it legal for a 17-year-old to have sex with a 21-year-old in Arkansas? Yes.
Is it a good idea for a 17-year-old girl to go out with a 21-year old guy she met on Facebook? No. You really don't know anything about this guy. If he can't find an 18-year-old girl (or older) to date, you have to wonder why.
BE CAREFUL. Sexual predators do their best to portray themselves as nice, sensitive guys who would (apparently) never harm a female. They also go out of their way to make themselves appear "good" to a potential victim's friends and family members. The chances are very good that his ultimate goal is to get you into bed.
