Yes it is illegal to do that it is technically impersonation

If your taking someone else's pictures then yes.

Not as long as you are making one for another person. If you are making up a person then it should be fine.

Just for you i read facebooks Terms and Conditions
under - Registration and Account Security
1) You will not provide any false personal information on Facebook, or create an account for anyone other than yourself without permission.
2) You will not create more than one personal profile.
5) You will not use Facebook if you are under 13.
But to tell you the truth heaps of people do it and facebooknever really does anything about it, the worst they might do is close one of the accounts but how will they tell it's not someone in your household?
It's generally pretty safe.
