A few boys have been bullying my brother at school and on Facebook. He doesn't do anything and its affecting him at school. Should I hit these guys? and im 16 years old living in the UK so would i get in a lot of trouble?
I have already confronted them, they just laugh.

You and he should both go train at a muay thai or boxing gym. It will only take a week or two to develop some useful skills, and then his confidence will improve, meaning he will be able to fight his own battles.
