Some websites and people claim that they can hack facebook and hotmail accounts through softwares or other methods. Is this true?

Yes, but as these systems become popular, they also become illegal.

hacking facebook and hotmail using a software is not true , to hack these accounts you need to use phishing , there's no other ways to do it , because now bruteforcers(a software that try passwords and usernames) doesn't work correctly because after some few failing attempts to login the account closes .
phishing requires a fake website , you send the victim to it when they login you get their user name and password in a text document or a log file , phishing requires understanding HTML and PHP languages .
