How do you make an event page on Facebook that people RSVP to?

go to applications (lower left corner )
and then Events and then create event (top right corner)
or
application>edit applications>events>create event
every event has RSVP, people couldnt RSVP only if you make it a closed or secret event it is in the privacy section when you create an event.
