sometimes friends "jump" from up to bottom, and sometimes the opposite

The ones up top are the friends facebook thinks you are close to/know well. The friends on the bottom are the rest of your friends online.

The friends on top are the people you interact with more (comment on status', like things, message more often) and the people on the bottom are the ones that you don't interact with very much.
